Selma Rassoul

City Practice Associate

Selma Rassoul works to advance inclusive and sustainable migration and urban policies. Drawing on her Syrian and French background, she focuses on strengthening inclusion and social cohesion across diverse local contexts.

Prior to joining the Mayors Migration Council, she was Head of Programs & Advocacy at PLACE Network in Paris, where she led initiatives driving bottom-up systemic change. She supported cities in designing and implementing inclusive migration policies through fundraising, co-creation, and program delivery, working with over a dozen local authorities and training more than a hundred public officials in inclusive approaches to migration.

Selma has worked within the UN system and NGOs, supporting migrant communities and advancing locally led inclusion models. Her work has contributed to participatory governance structures, city-level integration strategies, and leadership pathways for underrepresented groups.

She holds a BA from McGill University and a Master’s degree from Sciences Po Paris.
