Serena is an expert in blended finance, innovative finance and impact investing, with 25 years of experience across strategy consulting and impact investing. She is currently providing strategic and operational advice to the Human Development Accelerator (HDX), a partnership between the EC, EIB and Gates Foundation aiming to deploy over €1 billion to address critical global health challenges in low- and middle-income countries.

Serena has experience in structuring innovative financing mechanisms such as blended funds and impact investment funds. She helped launch the world’s first Humanitarian Impact Bond and structured, launched, and managed the first-ever Development Impact Bond (DIB) for refugees, focused on the economic reintegration of Syrian refugees and local vulnerable populations in Jordan.

Serena holds a PhD in Social Sciences from Caltech, with a specialization in Behavioral Finance, and has published in peer-reviewed journals.
