City Finance Lead

Sharmeen joins Mayors Migration Council (MMC) as City Finance Lead based in New York. She is responsible for designing and executing the MMC’s municipal finance strategy, working with both cities and international actors to improve access to funding and financing for cities in addressing the needs of migrants and refugees. Her expertise includes piloting innovative financial tools, mechanisms and instruments within the development and management of global investment programs that unlock capital from multilateral financial institutions, investors and donors towards urban and climate resilient city infrastructure and essential public service projects. Prior to joining the MMC, Sharmeen served at the United Nations Capital Development Fund (UNCDF) as an Investment Officer responsible for its municipal finance portfolio across the Least Developing Countries. At UNCDF, Sharmeen provided technical assistance to local and national governments to strengthen their investment capacities towards the SDGs while sourcing, structuring, and deploying grants, loans and guarantees on behalf of UNCDF for its infrastructure and project finance portfolio. She helped design de-risking investment instruments such as the EFSD+ Guarantee Facility for Sustainable Cities. Sharmeen has over nine years of experience in structured finance, investment banking and equity sales and trading from Wall Street and emerging capital markets and seven years of experience in development finance focusing on impact investing in climate and urban resilient city infrastructure. Sharmeen holds a Masters in Business Administration from Kellogg School of Management at Northwestern University and a Bachelors in Business Administration with dual major in Finance and Economics from Babson College.
